Statement of Explanation from Skipper Consulting Inc. (traffic engineers) regarding the recommendation of the revision of proposed neighborhood street design:
In looking over the future traffic patterns, several items were noted regarding the proposed development plan:
1. Cut through traffic and the connection to Eagle Nest Circle –
Currently, the Eagle Point development receives cut-through traffic during the morning peak period.
It is believed this traffic is related to motorists along the US Highway 280 corridor that are destined for the Alabama Highway 119 corridor. They are using the development as a way to avoid the traffic congestion along US Highway 280 and at its intersection with Alabama Highway 119.
We believe this is school related traffic due to the time of day and the fact it only happens at one time period and in one direction
b. The original development plan would have actually shortened the travel distance from U.S. Highway 280 to the Alabama Highway 119 corridor by almost ¼ mile. This would have actually encouraged more cut through traffic to utilize the Eagle Point development and could have increased traffic through Eagle Point as a result of the cut through traffic.
2. Connection to Eagle Point Court –
The development plan was examined and it was determined that based upon the way existing residents utilize the Eagle Point development a large portion of cut through traffic would also utilize this connection to get to the Alabama Highway 119 corridor. This would vastly increase the traffic on a roadway (Eagle Point Court) that is a local residential street and not a residential collector roadway (the roadways with the double yellow striping). By not connecting at this location, the proposed development plan distributes traffic to the existing residential collector streets within the development. This is in line with the intended use for the residential collector roadways, which is traffic circulation within the development.
